The City of Attleboro seeks a Director/Health Agent for the Public Health Department to supervise all activities of the Health Department including administrative, technical and inspection work in planning and managing the city’s public health programs and enforcement of state and local health laws and regulations.
Duties of the position include: Plans and directs public health programs and activities in accordance with established policies and community health needs; initiates enforcement proceedings in connection with environmental health violations; conducts inspections and responds to emergency health situations as needed, 24 hours per day; approves environmental health permits, licenses and contracts; handles complaints and investigates nuisance allegations; maintains public health records and prepares reports, contracts and court cases; prepares and manages departmental budget; oversees solid waste program; oversees the Massachusetts Tobacco Control Program locally; oversees the food sanitation and inspection program, supervises, trains and reviews all departmental staff and performs related work as required.
Qualifications for this position are a bachelor’s degree in public health or a related field and four years of experience as health agent, director or sanitarian in a public health department or any equivalent combination of training and experience. Must possess a valid state driver’s license. Must possess or obtain within one-year registration as a State Sanitarian and/or a Certified Health Officer, Lead Inspector certification, Soils Site Evaluator certification, Title V Septic Inspector certification, Asbestos Inspector certification, Food Program Manager Certification, and registration as an Environmental Health Specialist/Sanitarian (REHS/RS) with the National Environmental Health Association. Must have or obtain Incident Command Training. Must have extensive knowledge of the laws, codes, principles and practices of public health administration and of community health problems, and resources used in meeting those problems. Must be able to plan, coordinate and direct the activities of technical personnel and to communicate effectively orally and in writing. Must be able to read and understand engineering plans, topographical plans, architectural plans, and house plans and to prepare and administer budgets.
